Being an official ISP, you still have to pay to an upstream ISP. This allows many ISP's to connect to
each other and benefit from each other's networks. You just end up paying an internet host.
Being an internet host you need to have a static IP address and have a direct connection
to the internet. Then you can start selling usernames to people who would like to join your new
network and begin seilling it downstream, or for their everyday uses.
